On July 31, 2025, Zhao Ziheng, Standing Committee Member and Executive Deputy County Head of Jianchuan County, Yunnan Province, convened a strategic meeting with representatives from the county’s Development and Reform Bureau, Energy Bureau, Natural Resources Bureau, Diannan Township, and County Investment Corporation. The meeting was held at the county government offices with officials from the Dali State-Owned Investment Group, including Party Secretary and Chairman Zhu Zhaoxing, and experts such as Wang Shanmin, Executive Dean of the Geothermal Energy Science and Technology (Dali) Research Institute.

The discussions centered on exploring and industrializing Jianchuan's coalbed methane (CBM) resources, a move recognized as a milestone for activating the local resource economy and advancing industrial transformation. A strategic consensus was reached, with three key initiatives outlined to accelerate CBM development:

1. Seizing the Opportunity & Forming a Work Plan
   A joint investment platform company is to be established with shareholding ratios of 5:4:1 by Dali Energy Investment (under the Dali State Investment Group), Jianchuan Industrial Investment, and Guangyu Green Energy (Geothermal Institute of Dali). Jianchuan County and the state investment group aim to finalize the work plan by early August.

2. Technology Empowerment & Strong Technical Support
   Leveraging the Dali Geothermal Institute and the platform company, the stakeholders will actively apply for major research, exploration, and regional projects to secure funding. The institute will provide technical expertise and support with budgeting and planning.

3. Dedicated Task Force & Unified Action
   A CBM task force will be formed under the unified leadership of the Jianchuan County Government. Responsibilities will be clearly allocated, and immediate efforts will be launched for exploration planning, joint surveys, and regulatory reviews, along with thorough risk assessments to eliminate early-stage obstacles.

4. A Promising Chapter in Clean Energy for Jianchuan
   This meeting marks a pivotal step in clean energy development for Jianchuan. Through a strong partnership among local government, powerful state-owned enterprises, and top-tier research institutions, the blueprint for CBM development is becoming a reality.
