Xi'an Petroleum University and Aerospace Delin Launch Smart Oil & Gas Research Institute

On the afternoon of July 8, Xi'an Petroleum University and Shaanxi Aerospace Delin Technology Group Co., Ltd. (hereinafter referred to as “Aerospace Delin”) held a cooperation agreement signing and unveiling ceremony to jointly establish the Smart Oil & Gas Extraction Research Institute. The event was attended by key government leaders from Gaoling District, including Deputy Party Secretary and District Head Zou Xiaogang, Standing Committee Member and Executive Deputy District Head Chen Ling, and Deputy Chairman of the CPPCC Tan Shengli, as well as executives from Aerospace Delin and university leaders such as President Wang Jinfu and Vice President Zhang Rongjun of Xi'an Petroleum University. The meeting was chaired by Deputy Party Secretary Zhang Mu.

Wang Jinfu expressed gratitude for the support from the Gaoling District Government and the trust shown by Aerospace Delin. He noted that in recent years, the university has pursued open education strategies, aligning itself with national strategies, local development needs, and industrial innovation. Through university science parks, energy-focused initiatives, and talent training, the school has promoted deep integration between industry, academia, and research. The new research institute is a concrete step in implementing the integrated reforms of education, science, and talent proposed by the 20th CPC National Congress. He emphasized that Aerospace Delin, a national high-tech enterprise, is a long-standing and promising partner with the university, and the collaboration aims to leverage both sides’ strengths to address key challenges in intelligent oil and gas extraction.

Aerospace Delin Chairman Lin Zhongcan extended a warm welcome and appreciation to the district government and university delegates. He stated that with the global energy landscape rapidly evolving and China’s dual-carbon goals raising new requirements for intelligent and digital extraction, the collaboration seeks to overcome bottlenecks in “underground intelligent sensing, ground intelligent control, and cloud-based decision-making.” Lin emphasized focusing on smart non-metallic production strings and oil-gas gathering equipment to accelerate innovation and commercialization.

Executive Deputy District Head Chen Ling introduced Gaoling’s geographic and industrial advantages. He noted the joint institute is a response to integrated reform in education, science, and talent, and a practical initiative to drive regional industrial upgrades. He pledged full government support to create a favorable environment for university-industry collaboration.

District Head Zou Xiaogang congratulated the partners and emphasized the importance of the institute in advancing high-end equipment and energy technology. He called for joint efforts on key “bottleneck” technologies and the creation of a high-efficiency innovation system through coordinated “government-industry-academia-research-application” cooperation.

During the event, Zhang Rongjun and Lin Zongnan signed the cooperation agreement on behalf of both parties, and the institute was officially unveiled. Dean Huang Hai of the School of Petroleum Engineering presented the institute’s goals, while Chairman Lin Zhongcan outlined the company’s development needs. Participants also discussed research application, talent cultivation, and student employment opportunities.

The event was attended by officials from the Gaoling District Government Office, Technology, Industry, Information & Commerce Bureau, representatives from Aerospace Delin’s Smart Pipe Division and R&D departments, and leaders from various university departments including graduate and research offices, student employment centers, and relevant engineering faculties.
