On May 6, the Permanent Missions of China and Zambia to the United Nations, along with the China Association for Science and Technology (CAST), jointly hosted a side event titled “From Gaps to Synergy: A Global Cooperation Framework for AI Capacity Building” at the UN Headquarters in New York. Over 100 representatives from more than 70 countries and international organizations attended the event, including Ambassador Fu Cong, Permanent Representative of China to the UN; Luo Hui, Member of CAST's Party Leadership Group; as well as the Permanent Representatives of Zambia, Costa Rica, and Spain, and the Deputy Secretary-General of the International Telecommunication Union.

Academician Liu He of the Chinese Academy of Engineering participated as an invited expert and delivered a keynote report.

In his presentation, Academician Liu conveyed the strong commitment of PetroChina and the broader Chinese scientific community to advancing global cooperation in AI capacity building. He highlighted PetroChina’s innovative applications in intelligent exploration, digital oilfields, and smart pipeline networks. These cases vividly illustrated the transformative impact of AI on energy sector development and technological innovation, drawing significant attention from attendees.

While in the U.S., Liu He also met with senior UN officials, including the Secretary-General’s Envoy on Technology and the Assistant Secretary-General for Economic and Social Affairs. He attended the opening ceremony and ministerial meeting of the 10th UN Multi-Stakeholder Forum on Science, Technology and Innovation, and was invited to deliver a report titled “Digital Transformation and Intelligent Development of the Oil and Gas Industry” to diplomats at China’s Permanent Mission to the UN.

The Group of Friends on International Cooperation for AI Capacity Building, co-initiated by China and Zambia at the UN, has been growing steadily since its inaugural meeting in December of last year. It has become a vibrant force in the global governance of AI, injecting fresh momentum into efforts to enhance AI capacity cooperation and bridge the digital divide.
