【ECF Weekly】 44 Oil & Petro Representatives at 2025 Two Sessions
ECF China Shale Week Report - Mar 8, 2025
【44 Oil & Petro Representatives at 2025 Two Sessions】 A total of 44 representatives from China's oil and petrochemical sector will attend the 2025 National Two Sessions, including 35 National People's Congress (NPC) deputies and 9 Chinese People's Political Consultative Conference (CPPCC) members. CNPC and Sinopec have the largest representation, with 15 and 14 delegates, respectively, while CNOOC has 4. The "Big Three" (CNPC, Sinopec, and CNOOC) collectively account for 72.72% of the sector's delegates. These representatives play a crucial role in shaping policies for China's energy security, technological innovation, and sustainable development in the oil and gas industry. Exploration & Production 【Major Breakthrough in Shale Gas Exploration in Shaanxi】 The Shaanxi Pingye-1 well in Zhenping, Shaanxi, has successfully completed a 3,150-meter drilling task, marking a major breakthrough in shale gas exploration. This discovery introduces a new "thrust-nappe" shale gas reservoir model. The project, led by Shaanxi Geology and Mineral Group and China Geological Survey, used innovative technologies to assess shale gas conditions in southern Ankang. The findings confirm substantial gas reserves, providing critical insights for future exploration. This achievement fills a gap in shale gas resources in southern Shaanxi and supports regional energy development. Further investments and research efforts are planned to expand shale gas exploration. 【Sinopec Discovers Two Major Shale Oil Fields】 On March 3, Sinopec announced the discovery of two significant shale oil fields—Xinxing in the Bohai Bay Basin and Qintong in the Subei Basin—adding over 180 million tons to China's reserves. These fields, identified as continental rift basin shale oil, enhance the development potential of eastern China's oil industry. With high pressure, good fracturability, and long stable production, they mark a breakthrough in complex shale oil exploration. Sinopec has developed innovative technologies for cost-effective extraction, laying the foundation for commercial shale oil development in China. These discoveries reinforce shale oil's role as a key strategic energy resource. Technology & Equipment 【Major Technical Collaboration Among CNPC Units】 Experts from China Petroleum Technology Development Co., CNPC Exploration & Development Research Institute, and Oil & Gas Process Research Institute held in-depth discussions on foam flooding technology and CCUS injection-production engineering in Jilin Oilfield. The meeting highlighted advancements in non-steady foam flooding and its potential in oil recovery, as well as the development and application of CCUS technology. CNPC Technology Development Co. emphasized international collaboration opportunities, particularly in the Middle East. Future efforts will focus on cost reduction, intelligent extraction, and enhanced CCUS deployment to support broader industry applications. 【 China’s First Composite Brine-Based Drilling Fluid Succeeds】 The successful cementing of the Jiaoye 9-12HF well in Fuling Shale Gas Field marks a milestone for China's shale gas industry. Developed by Jianghan Petroleum Engineering Company, the composite brine-based drilling fluid system completed its first field test, overcoming conventional water-based drilling fluid limitations. This innovative system, featuring four key additives, enhances shale gas drilling efficiency while reducing environmental impact. The technology ensures stability, low friction, and easy maintenance, setting a new standard for eco-friendly shale gas development in China. This breakthrough supports the nation's green energy initiatives and advances sustainable drilling practices.
