On September 19, CNOOC announced that the Liuhua 11-1/4-1 Oilfield Secondary Development Project, China's first deepwater oilfield secondary development project, was officially put into operation in the waters of the the Pearl River River Mouth Basin, marking that China has successfully created a new mode of economic and efficient development of deepwater oilfields. The design, construction and installation capabilities of all types of deepwater oil and gas equipment have reached the world-class level, which is of great significance to ensuring national energy security and accelerating the cultivation of new marine energy productivity.

The total height of "Haiji-2" is 428 meters, with a total weight of over 50000 tons, making it the tallest and heaviest offshore crude oil production platform in Asia. The platform is equipped with over 300 sets of equipment, including crude oil processing and export systems, production water treatment systems, and power supply systems, which can achieve functions such as remote underwater wellhead control, intelligent oil and gas extraction, and typhoon remote production. To better cope with the extremely harsh deep-sea environment, the platform has also designed and equipped a digital twin health management system for deepwater pipeline racks, which can comprehensively monitor the environmental load and structural response of the pipeline racks, significantly improving the safety and stability of deepwater oil and gas production.

In the past decade, 70% to 80% of new oil and gas fields have been discovered in the ocean, with nearly two-thirds concentrated in deep-water areas. China's deepwater oil and gas exploration and development is still in its early stages, with broad prospects for increasing reserves and production. The construction of the secondary development project of Liuhua 11-1/4-1 oilfield took nearly 4 years. China National Offshore Oil Corporation (CNOOC), together with more than 40 advanced manufacturing enterprises in China, successfully overcame a series of technical difficulties and developed three world first technologies, including S420 grade ultra strong steel, high toughness permanent mooring polyester cables, and self-developed central control systems, as well as 15 key technologies that were first applied domestically. The engineering quality, safety, and progress have all reached the world's advanced level, enabling China to independently design and manufacture different types of deepwater oil and gas equipment according to different sea areas and oil fields.

Zhou Xinhuai, General Manager of CNOOC, said, "This project is the first oil field in Asia to adopt the 'deepwater jacket platform+cylindrical FPSO' development model. The company has successfully overcome multiple key core technologies, promoting the revitalization of billion ton deepwater oil fields while significantly reducing engineering construction and production costs, contributing to the efficient development of similar deepwater oil and gas fields with Chinese solutions
