China hydrogen energy alliance predicts that by 2025, the output value of China's hydrogen energy industry will reach 1 trillion yuan; By 2050, hydrogen energy will account for more than 10% of China's terminal energy system, and the annual output value of the industrial chain will reach 12 trillion yuan.
Strengthening top-level design is an urgent task
In order to achieve the goal of carbon peak and carbon neutralization, hydrogen energy, as a clean and low-carbon energy, is strongly supported by national policies. The recently released opinions of the CPC Central Committee and the State Council on deepening the battle of pollution prevention and control clearly put forward that the action of clean diesel vehicles (engines) should be deeply implemented, the national emission standard vehicles of grade III and below should be basically eliminated, the demonstration application of hydrogen fuel cell vehicles should be promoted, and clean energy vehicles should be promoted in an orderly manner.
The high technology department of the national development and Reform Commission has organized and held a series of symposiums to analyze and judge the industrial development situation around the whole industrial chain of hydrogen energy preparation, storage, transportation, filling and terminal utilization, and deeply explore the rational layout of hydrogen energy industry, orderly promote diversified demonstration applications, build a clean and low-carbon supply system, and formulate and improve basic industry standards. Relevant parties unanimously expressed that the healthy and orderly development of hydrogen energy industry is of great significance to China's green and low-carbon transformation of energy and the goal of carbon peak and carbon neutralization. It is necessary to further strengthen top-level design, accelerate technological innovation, improve policy system and strive to achieve high-quality development.
Since 2020, China has issued a series of hydrogen energy related policies to further improve the policy framework for the development of China's hydrogen energy industry.
Song Xiangqing, vice president of the Government Management Research Institute of Beijing Normal University and director of the industrial economy research center, believes that China's hydrogen energy industry presents three characteristics: first, policy incentives and guidance accelerate the process of hydrogen energy industrialization, and the hydrogen energy industry chain is rapidly formed and continuously expanded; Second, major breakthroughs have been made in scientific research, and mature technologies such as providing fuel for vehicles and power for power plants have been promoted; Third, the application and promotion in the market have been gradually recognized by customers, and the process of marketization and branding has been started.
Song Xiangqing said that the industrialization and large-scale development of hydrogen energy is an important topic in the top-level design of national energy industrialization. Through technological innovation, reducing the cost of key parts of hydrogen fuel cell vehicles, solving high-pressure hydrogen storage technology, greatly reducing hydrogen energy cost and improving hydrogen storage energy efficiency are the core problems that can not be avoided in the top-level design of hydrogen energy industrialization in China.
Vigorously support the development of hydrogen energy industry in many places
Many places have issued relevant policies to encourage the development of hydrogen energy industry and accelerate the layout of hydrogen energy industry. According to incomplete statistics by the reporter of China Securities Journal, Beijing, Hebei, Sichuan, Shandong, Inner Mongolia and other places have issued special overall industrial development policies for hydrogen energy; Guangdong, Chongqing, Zhejiang, Henan and other places have issued special policies for the subdivision of hydrogen fuel vehicles; Many other regions have incorporated hydrogen energy related development plans into the province's "14th five year plan" for new energy vehicle industry.
Beijing has made it clear that by 2023, it will cultivate 5 to 8 leading enterprises in the hydrogen energy industry chain with international influence. The industrial scale of the industry chain in Beijing, Tianjin and Hebei will exceed 50 billion yuan and reduce carbon emissions by 1 million tons. By 2025, the industrial system and supporting infrastructure will be relatively perfect, 10 to 15 leading enterprises in the industrial chain with international influence will be cultivated, and 3 to 4 world-class industrial R & D and innovation platforms will be built. The industrial scale of hydrogen energy industrial chain in Beijing, Tianjin and Hebei will be more than 100 billion yuan.
Shanghai Lingang New District proposes to complete the application of 1500 hydrogen fuel cell vehicles by 2025; 14 hydrogenation stations of various types have been built; The annual hydrogen supply shall not be less than 14000 tons; The annual hydrogen self-sufficiency rate shall not be less than 30% of the demand of the year; Promote the demonstration application of hydrogen energy distributed energy and combined heat, power and cooling system technology in the construction field and industrial parks.
Application scenarios are expected to expand rapidly
"With the support of national policies, the hydrogen energy industry will enter a golden period of development." Song Xiangqing said that after industrialization in the future, with the continuous reduction of cost, the hydrogen energy application scenario will expand rapidly and gradually penetrate into all fields of enterprise production and residents' life.
Yang Shuai, a researcher at the Innovation Research Institute of Peking University Science and Technology Park, believes that due to the driving and guidance of policies, China's hydrogen energy has gradually established a relatively complete industrial chain in key links such as manufacturing, storage, transportation and addition, and initially has the foundation for large-scale development, but the hydrogen energy industry still faces problems such as dependence on imports of core technologies, key parts and components, and insufficient industrial supporting capacity. Therefore, it is necessary to clarify the hydrogen energy management system and mechanism, change the situation of "water control in Kowloon" and multi-point constraints, strengthen the industrial chain from the aspects of strategy, top-level design and rule of law, continuously increase the investment in R & D funds, deeply cultivate core technologies, adhere to independent innovation, and help the development and growth of domestic industries through capital operation.
"Under the guidance of policies, the development prospect of hydrogen energy is improving." according to the research report released by China Galaxy Securities, from the perspective of hydrogen production, the development prospect of industrial by-products of gray hydrogen, blue hydrogen and green hydrogen is optimistic.
