On August 13, Zhang Jianhua, director of the National Energy Administration, wrote a signed article "Promoting the high-quality development of energy industry in the new era (in-depth study and implementation of Xi Jinping's new era of socialism with Chinese characteristics)" in China's official newspaper People's Daily.

The article pointed out that the energy development plan during the "14th Five-Year" and a longer period of time should be established as soon as possible, and the guiding opinions for promoting the high-quality development of the energy industry should be formulated. It is necessary to accelerate the reform of the key areas and key links of the energy system, to strengthen and improve the energy supervision, and to actively build the market structure and market system with effective competitiveness.

Zhang Jianhua also urges to promote energy system reform and technology innovation. In the oil & gas field, it is necessary to put key attention in releasing market access in oil & gas exploration and development, promoting the reform of oil and gas pipeline operation mechanism, and accelerating the implementation of supporting measures.

Zhang also pointed out that insisting the expansion of an open energy market is the key measure to achieve President Xi's new energy security strategy. He said that China must participate in global energy cooperation and competition in a bigger range, with a wider field, and at a higher level. The country should also rationally allocate and utilize global energy resources, and continue to deepen the opening up of the energy sector.
