On December 15th, the 2025 National Energy Work Conference was held in Beijing.   Zheng Zhajie, Secretary and Director of the Party Group of the National Development and Reform Commission, attended the meeting and delivered a speech, while Wang Hongzhi, Secretary and Director of the Party Group of the National Energy Administration, gave a work report.

Zheng Zhajie pointed out that since 2024, the national energy system has deeply studied and implemented the important instructions and directives of General Secretary Xi Jinping, adhered to the new strategy of energy security as the guide, coordinated high-quality development and high-level security, solidly carried out various energy work, and provided solid guarantees for supporting economic recovery and meeting the needs of the people for a better life.  

Wang Hongzhi pointed out that the leadership of the Party Central Committee and the State Council attach great importance to energy work and have issued important instructions and directives multiple times, providing scientific guidance for the development of energy in the new era and leading the energy industry to continuously open up new prospects. Next year and the period of the 15th Five Year Plan are critical periods for accelerating the construction of a new energy system, promoting high-quality energy development, and ensuring high-level security. The energy industry should benchmark against the major decisions and deployments of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, deeply analyze the new situation and requirements of energy development and reform, focus on eliminating institutional and mechanism drawbacks that restrict high-quality development, and further stimulate and enhance development vitality. We must be solidly prepared to deal with various risks and challenges, accelerate the development of new quality productive forces, firmly promote comprehensive and deepening reforms, and focus on improving regulatory efficiency and level.

  One is to firmly secure the energy bowl and achieve new improvements in energy security capabilities. We will coordinate high-quality development and high-level security, fully leverage the role of coal and coal-fired power as a backup guarantee, continue to promote the increase of oil and gas reserves and production, and ensure overall stability of energy supply. The second is to adhere to the task of anchoring the dual carbon targets and achieve new results in the green and low-carbon transformation of energy. We will resolutely and vigorously develop clean energy, promote the replacement of renewable energy, and make significant progress in wind, solar, and photovoltaic development. Major hydropower projects will be promoted in an orderly manner, and the scale of nuclear power in operation and construction will rise to the world's largest. The construction of a new type of power system will be accelerated, and the transformation and transformation will continue to maintain global leadership. The third is to adhere to the fundamental driving force of reform and innovation, and to achieve new growth in energy development momentum. Accelerate the construction of institutional mechanisms to promote the high-quality development of new energy, accelerate the construction of a unified national electricity market, steadily promote the construction of the natural gas market system, accelerate the cultivation of new quality productive forces in the energy field, and promote important progress in energy rule of law and standard construction. The fourth is to persist in improving the level of regulatory capabilities and achieve new breakthroughs in energy regulation work. Focus on key hot issues of concern to the Party Central Committee and the people, implement energy regulation accurately and effectively, and promote the continuous improvement of people's energy consumption level. The fifth is to adhere to high-level opening-up and make new progress in international energy cooperation. Deepen and expand the "the Belt and Road" energy cooperation, actively participate in global energy governance, and effectively guarantee the level of national security under the conditions of opening up. Sixth, we have adhered to the comprehensive and strict governance of the Party, and achieved new results in Party building. Solidly fulfill the political responsibility of governing the Party, vigorously promote the construction of Party conduct, clean governance, and anti-corruption work, and steadfastly advance the Party's self revolution.

  One is to deeply study and implement the important speeches and instructions of General Secretary Xi Jinping, and practice the new energy security strategy with higher standards. Accelerate the planning and construction of a new energy system, adhere to the guidance of technological innovation, the driving force of institutional reform, the premise of safety and abundance, and the economic feasibility foundation, gradually establish a new energy system with non fossil energy as the main supply, fossil energy as the backup guarantee, a new power system as the key support, and green, intelligent and energy-saving as the energy consumption orientation, and promote the implementation of the new energy security strategy to achieve greater results. The second is to thoroughly implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, and promote energy reform and rule of law construction in depth. Accelerate the construction of institutional mechanisms adapted to the new energy system, initially establish a unified national electricity market, optimize the operation and scheduling mechanism of oil and gas pipelines, promote the independent operation of natural monopoly links and market-oriented reform of competitive links, and take the implementation of the Energy Law as an opportunity to consolidate the foundation of energy rule of law. The third is to better play a guiding role and coordinate the implementation of energy planning. Strengthen dynamic monitoring of planning implementation and strive for the successful conclusion of the 14th Five Year Plan for energy. Scientifically plan and formulate the "15th Five Year Plan" energy plan, adhere to the concept of "overall one game" for national energy planning, and coordinate and promote the compilation of provincial energy plans. Fourthly, we must firmly shoulder the primary responsibility of energy security and comprehensively enhance our supply guarantee capabilities. Strengthen bottom line thinking and strategic determination, make every effort to complete the task of ensuring energy supply, give full play to the role of coal and coal-fired power as a bottom line guarantee, promote the increase of oil and gas reserves and production, strengthen the construction of energy reserve capacity, and continue to promote the construction of monitoring and early warning system. The fifth is to adhere to the green and low-carbon transformation, and continue to promote the optimization and adjustment of energy structure. Vigorously promote the development and utilization of wind and photovoltaic power, coordinate hydropower development and ecological protection, actively develop nuclear power in a safe and orderly manner, and coordinate the construction of a new power system. Sixth, accelerate the promotion of technological self-reliance and self-improvement, and vigorously develop new quality productive forces in the energy sector. Strengthen the management of major national science and technology projects, continuously promote the demonstration of major technological equipment research and development, and enhance scientific and technological innovation and standardization management. Seventh, we must always adhere to a problem oriented approach and focus on improving the overall efficiency of market supervision. Deepen comprehensive supervision in the power sector, promote special supervision in the energy sector, make supervision truly "thorny", ensure the effective implementation of national energy policies, and improve the level of people's livelihood security. Eighth, firmly establish the concept of safe development and make every effort to do a good job in power safety supervision. Improve the power safety governance system, organize and carry out special supervision on power safety, and do a good job in power network security. The ninth is to consolidate and deepen international cooperation in energy, and accelerate the construction of a new pattern of three-dimensional and diversified cooperation. Enhance the ability to safeguard overseas energy resources, strengthen risk prevention in energy cooperation, strengthen green energy cooperation, and actively participate in global energy governance. The tenth is to strengthen the comprehensive leadership of the Party over energy work and persistently promote strict governance of the Party in all respects.

The meeting pointed out that we are currently in a critical period of peak winter season, and the task of ensuring energy supply is heavy. The energy system needs to further enhance its political stance, strengthen risk awareness, solidify work responsibilities, closely monitor the dynamic changes in energy supply and demand, and solidly carry out various tasks to ensure energy supply. We need to further strengthen our awareness of safety production, conduct in-depth risk and hidden danger investigations, focus on rectifying prominent problems, strengthen emergency response, and ensure that the people have a warm winter and a peaceful Chinese New Year.

Member of the Party Group and Chief Engineer of the National Energy Administration attended the meeting. Officials in charge of the Discipline Inspection and Supervision Group stationed at the National Development and Reform Commission, as well as officials in charge of relevant departments and bureaus of central and state organs, were invited to attend the meeting. Comrades in charge of energy management departments from various provinces (autonomous regions, municipalities directly under the central government) and Xinjiang Production and Construction Corps, responsible comrades from relevant energy enterprises and industry associations, main responsible comrades from various departments, dispatched agencies, directly affiliated institutions, and China Energy Media of the National Energy Administration attended the meeting.
